Is this a legit leaked Executive Order allowing the reopening of black sites for detention and interrogation of “enemy combatants”?

Propaganda, “fake news”, or a legit copy of a leaked Executive Order regarding the detention and interrogation of “enemy combatants”.  If it’s legit, it of course allows us a deeper look at the White House mindset and a hint at the nation’s direction going forward.

The document (see all four pages below) includes edits that show the author changed references from “jihadist” to “Islamist”, “global war on terrorism” to “fight against radical Islamism”, and “jihadist groups” to “terrorist organizations”.  Both fall in line with previous White House verbiage regarding terrorist threats.  It will be interesting to see if the White House (and President Trump) continue to use this same verbiage going forward which would lend legitimacy to the document.

In short, the leaked document reveals that “black sites” will be reopened and the means to interrogate prisoners will be modified to allow “effective interrogation of enemy combatants captured in the fight against radical Islamism.”

Black sites are secret locations, often controlled and operated by the CIA, where captured prisoners can be detained and interrogated under a vague and unclear legal status.  In practice, prisoners in black sites have no rights other than those granted by their captors.  The existence of black sites was not known until 2006.

The United Nations has begun to intervene in the operation of black sites.  However, given the White House’s proposal that the United States withdraw partially or completely from the UN, their oversight may bear no merit.

Black sites have been reported (or suspected) in Thailand, Afghanistan, Iraq, Egypt, Libya, Morocco, and several Soviet satellite countries.

The White House today denied the leaked document came from their office.
