In the end it appears to be an elaborate hoax staged by a member of the FBI at the time, William Bodziak, possibly in effort to divert attention from his fraud testimony regarding alleged Bruno Magli shoes during the Simpson trial. He testified that he did not go to the jail and measure Simpson’s foot, so these photos help to reinforce any accusations that Simpson’s foot did not fit in the shoes that made the prints at the murder site. Additionally it protects another lie he concealed by these shoe photos conveniently showing up two years later since he knew, according to his text book that the shoe soles on the bottom of the Bruno Magli model he identified were sold to 20 other shoe brands around the globe. With the raised heel there was no way for FBI agent Bodziak to determine which one out of 20 brands made those prints. The problem faced now is that investigators from OMIG examined the shoeprint crime photos too and noticed prints fitting neatly in a few of the side walk tiles at the Bundy murder site. After a lengthy period they ultimately discovered trial testimony by the lead detective, Tome Lange, stating that the side walk tiles were only 11 and 1/2 inches square. As you can see in the link below, OMIG investigators attained a copy of those shoe soles from the Italian manufacturer SILGA and you will notice what they suspected based on the dimensions of the sidewalk tiles. Simpson’s foot (highlighted in green does not fit inside the boundaries of the shoe sole comfortably. Thus, any photos whose negatives remained outside the US in a European expert photo manipulation nation for 6 months before returning 2 years later in time for Simpson’s civil trial is not to be trusted. In order to save face in an attempt to protect their brand image, it is believed that FBI supervisors in a higher command position sanctioned the privilege of the lying agent to utilize this trickery to fool the public. However, it did not work and that green foot image of OJ’s foot is now all over the world.
